Personality:
Whatever kind of person Lapis was before her time imprisoned inside a mirror would most likely be vastly different from the kind of person she is now. After spending what was most likely thousands of years in near complete isolation, the only contact she had with the outside world being through other gems using her as a source of entertainment or information, Lapis' social skills and ability to communicate and connect properly with other people could be considered very damaged.
At first Lapis is hard to connect with; she's closed off and awkward at conversation and seeing that it's been a long time since she's even had a proper conversation with someone before Steven this makes sense. Even with Steven her social skills are stunted. An example of this was when he healed her gem and all she gave him was a quick thank you before zooming off into space, consequently leaving him behind to fall thousands of feet back to earth along with the rest of the ocean.
That isn't to say Lapis isn't heartless though. Her first interactions with people and Gems after being imprisoned were the natural reactions of someone who had lived in a literal prison and in fear. Her determination and desperation to return home showed that Lapis is actually very emotional – to the point that it can affect those around her in both positive and (but mostly) negative ways. During her time with Steven and his willingness to help her go back home helped her grow extremely fond of him to the point of putting herself in danger later on in order to help him avoid danger.
Having lost thousands of years due to her time in the mirror Lapis is stuck between two homeworlds – one from her memories from before her imprisonment and the one that exists now, advanced thousands of years to the point that Lapis no longer recognizes her own home. It leaves her in an extremely uncomfortable position, seeing that she has no concern for Earth (“I never believed in this place...”) nor the capacity to adapt to a life on a world that has advanced way beyond her ever being able to catch up. While Lapis is pretty independent she is still left floundering for a place to exist between two worlds she either doesn't care about or can't comprehend and that leaves her vulnerable and extremely lonely.
Despite this Lapis is incredibly loyal once her trust is earned and this is proven over and over with Steven primarily. She considers him her friend and someone very important to her, important enough to ensure his safety by risking her own (omitting his name in her retelling of her time on earth, forming Malachite to save him from Jasper). Once she's able to open up and be comfortable she's actually a very caring and playful girl with a sense of humor that could probably take influence from a '101 Potty Jokes' book. She enjoys making pranks and fart noises, especially during semi-serious moments like mayoral speeches.

Abilities: Lapis has the ability to control and manipulate water. This includes anything from droplets of water to large bodies like the earth's oceans. She can bring out wings of water from her gem and use them to fly around and seeing that she doesn't need to breathe oxygen she can easily travel off planet by herself like this.
Lapis can also use her water to create mirrors and replay past events on them from her own memories. She can create water clones of her opponents and use them to fight instead of herself, giving her a great long range advantage in a fighting situation. Being a gem she can also lift and carry weights far exceeding her own without an issues. She also has no need to eat, drink, or sleep, but she can if she wants to.

Lapis finds a kazoo midway through her exploration into the city and decides to take it with her on her journey, thinking it'd be something Peridot might find amusing whenever she did find the smaller gem. She hoped she was close by because as loathe as she was to admit such things aloud, having a familiar face nearby made new and uncertain situations like this one just a little more bearable.
She has it clutched in one hand, wrapped in the Camp Pining Hearts bandanna that she had coming here with her. The city was quiet with gray clouds hanging overhead that no doubt kept most inside wary of the impending weather. Before venturing further inside the city Lapis had tried to follow the train tracks out of the station, but even on her wings they only led her back to where she had been dropped off much to her annoyance. She felt trapped here and that thought alone made her gem shudder.
No- No, this would not happen again to her. Whatever this was she was not a prisoner again. She wasn't alone here, even if everyone so far was a stranger to her so far. It didn't have to be that way, though... if Steven was here he'd try to bridge that gap between the unknown. She only had to look at this in a brighter light as hard as that was for her. Admittedly it was becoming easier for her now to let go of some of the hard edges that surrounded her being, but it was still a work in progress only made in leaps and bounds through Peridot and Steven's hard efforts.
She... had to try, right? Right. Lapis tightens her grip on the wrapped up kazoo, but careful not to accidentally crush it. She still owed Peridot a new recorder, but maybe this would do for now.
